I do link some documents to new tabs, but I always include a back link and navigation through the site. As to older sites, users can go to history, or, return to the original tab with back links at the top and bottom of the document, which, by the way, should still be right next to the new tab.

I’m not saying I’m right, I’m saying if a designer chooses to go against tradition they need to consider the users’ options and make sure they’re covered.

And there are users who prefer to have multiple tabs so they don’t have to navigate through back buttons (which is the point of tabs).
