Sadly, we always see the issue as binary. Both are necessary. Hearts and laws must change. As we’re discovering now, if hearts don’t change the laws can be scaled back. However, hearts are even more fickle and quicker to change. In the case of many southern evangelicals, rather than changing their hearts to embrace the legal and moral imperatives, they hardened their hearts to resist “government coercion.”
